Joint Venture board elects Karena Shackelford, City Manager of Fremont

Karena ShackelfordNovember 19, 2021 – The Joint Venture Silicon Valley board of directors today elected Karena Shackelford, City Manager of Fremont, as its newest member. Shackelford was elected unanimously to the body of leaders at its quarterly meeting.

“We are delighted to add the expertise of Karena Shackelford to the Joint Venture board,” said Russell Hancock, President & CEO of Joint Venture. “She brings the insight and vital experience we need to leverage for the good of the region.”

As City Manager of Fremont, Shackelford oversees the day-to-day operations as Chief Executive Officer of the fourth most populous city in the Bay Area. She is responsible for providing leadership and direction to City staff and for providing information, advice, and assistance to City Council.

Shackelford has over 20 years of experience in local government, of which 15 have been serving the City of Fremont. Prior to becoming Fremont’s City Manager, Shackelford served as Assistant City Manager (ACM) for three years, where she had oversight of Public Works, Information Technology Services and Community Services. Prior to her role as ACM, Karena served as Deputy City Manager. She has served as Interim Chief Technology Services Director, Interim Public Works Director, Deputy Public Works Director, Deputy Director of Maintenance and Business Manager.

Shackelford holds a Bachelor of Science degree in Business Administration from San Jose State University, a Master of Business Administration from Saint Mary’s College, and is a member of the International City/County Management Association (ICMA).
