Steven Ross

Affiliated Researcher, Land Use, Silicon Valley Institute for Regional Studies

Steven Ross is an Affiliated Researcher with the Silicon Valley Institute for Regional Studies. He is also a lecturer and researcher at the Karlsruhe Institute of Regional Science in Germany, as well as a land use consultant in the renewable energy development field.

Steven has been involved with Joint Venture since 2009 through his eight-year role as a long-range planner with the County of Santa Clara, where he worked on housing policy and regional development. Since 2013, Steven has served in an advisory capacity on Joint Venture’s annual Land Use Survey, formally taking it on as the lead researcher for implementation in 2022.

Prior to working at the County, Steven was an energy policy analyst with the California Public Utilities Commission in San Francisco.

For the entire 30 years of his professional planning career, Steven has been active in the same two metropolitan areas: the San Francisco Bay Area in California, and the Upper Rhine Valley in Europe. His passions lie in combining the best aspects of economic development and urban design models from the United States and from Europe for the benefit of his two home towns.
